Marleen Fonseca

senior labor representative

Marleen Fonseca brings 19 years of experience working for the city to her job as Senior Labor Rep for EAA. She started with the LAPD Personnel Division, gaining expertise in all personnel-related matters. She worked as a Worker’s Compensation and FMLA Coordinator for 11 years, tasked with managing the Return to Work Program, ADA compliance, light duty accommodations, and compliance with safety regulations.

For the last eight years, she has assisted with grievances, conducted personnel investigations, ensured compliance with MOUs and city policies, and established procedures and directives. Marleen earned her BS in Environmental Science from the University of California, Riverside.

Paul Marks

Labor Representative

Paul Marks has nearly a decade of experience as a labor representative for the Engineers and Architects Association. His professional background includes 22 years with the Los Angeles Police Department, where he promoted to the rank of captain. As a captain, Marks developed expertise regarding labor law and administrative and disciplinary issues and proceedings. He is a prior member of the Los Angeles Police Protective League and the Los Angeles Police Command Officers Association.

Marks graduated with honors from Claremont McKenna College with a degree in political science. For many years he has been active in several non-profit organizations. He has two grownup daughters and three grandchildren.

Darryl Cherness

Labor Representative

Darryl Cherness has worked for EAA as a Labor Representative for a total of 12 years, starting his career with the City of Los Angeles in the General Services and Community Development Departments after graduating from Cal State San Diego. During his tenure with the union, he has been instrumental in getting NTCDs removed from members’ files, reducing suspensions, avoiding terminations, and reinstating employees with back benefits. 

A life-long resident of Culver City, Darryl currently serves as Vice-Chair with the Culver City Civil Service Commission. He received his Doctor of Jurisprudence Degree from the University of West Los Angeles School of Law.
