Executive Director Bill Violante
William C. “Bill” Violante was born, raised, and lives in Los Angeles, California. He graduated Cum Laude from the University of Redlands with a Bachelor of Arts in Public Service Management and earned a Masters of Public Administration from the University of LaVerne where he graduated with a 3.9 GPA (4.0 GPA scale).
Mr. Violante served his country in the United States Army from September 1966 to March 1970 where he obtained the highest clearance/diplomatic credentials and was assigned to the U.S. Army Advisory Groups Joint Military Command. Amongt his military awards he received the U.S. Army Commendation medal for meritorious service.
William Violante is retired from the Los Angeles Police Department (LAPD) where he served the City of Los Angeles for 23 years. During his tenure with the LAPD he was elected to the Board of Directors of the Los Angeles Police Protective League (LAPPL), the union representing officers of the LAPD Lieutenants and below where he served for 15 years as Secretary, Vice President, and President. Elected department wide as President of the LAPPL, Bill Violante guided the activities of a full-time nine-member Board of Directors and support staff in a myriad of duties required to represent over 9,000 Officers of the LAPD.
At the LAPPL. Bill has represented LAPD Officers in all areas of employee-employer relations specializing in contract negotiations, arbitration, public relations, including political campaigns for candidates and ballot measures, political lobbying before the LAPD, LA City Council, the California legislature, the Governor’s office, Congress and the White House. He directed union outreach and media relations during the 1992 LA Riots was the chief representative to the Christopher Commission, which created reforms in the Police Department. He has authored letters-to-the-editor and opinion-editorial articles for local media and served as the spokesman before local and national television, radio, and print media on shows such as Oprah, Donohue, Geraldo, Larry King, and the ABC/CBS/NBC news shows.
In 1993, Bill was appointed by newly elected Mayor Richard J. Riordan as Deputy Mayor of Public Safety for the City of Los Angeles. He served in that capacity for the entire eight years of Mayor Riordan’s two terms in office. He was the only senior staff member of the administration to serve throughout the entire two terms. As Deputy Mayor his duties included oversight of emergency operations, public safety, public policy, legislative affairs, community and business development, media relations, labor relations, oversight of numerous major city departments, as well as representative for the Mayor to the San Fernando Valley.
His responsibilities in the area of labor relations included collective bargaining, contract negotiations, contract language interpretation and development, union liaison activities, dispute resolution, contract implementation, and liaison with the LA City Council Executive Employee Relations Committee.
