The Joint Labor Management Benefits Committee

The JLMBC was established in 1989 through a Special Memorandum of Understanding between the City and a number of unions. The committee consists of five management representatives and five Union representatives. While the JLMBC is responsible for administering a single flexible benefits program structure for all City employees, the committee does not supplant the right of your union to bargain benefits and to enforce bargained labor agreements.

The committee is currently comprised of the following members.

For Management:

  • Rush Cervantes, Assistant Gm Housing
  • Tony Royster, GM of Dept of GS
  • Miguel Santana, CAO
  • Denise M. Verret, Asst GM of Zoo Dept

For the Unions:

  • Cheryl Parisi, Chairperson (AFSCME)
  • Paul Bechely (LIUNA)
  • David Sanders (SEIU)
  • Benjamin Pezzillo (EAA)
  • Ron Miller (Building Trades)

The JLMBC typically meets on the first Thursday of each month. Agenda for the meeting can be found on the City Meetings and Agendas page of the City of LA's website.
