On June 17, 2011, the CAO sent a letter to all Personnel Directors informing them that 26 days of furloughs are to be imposed on general funded EAA members, using the 2011-12 budget and the fiscal emergency ordinance that was recently approved by the City Council as justification.
In the FY11-12 budget EAA members who are paid through the general fund will be slated for 26 days of furloughs IF EAA does not continue the 2010-2011 MOU cost-saving measures. As of this date the city has not brought the matter up in negotiations.
EAA’s position in this matter is clear. The city is acting capriciously, and is not dealing fairly with us at the negotiating table. President Rolon stated, “Though we started negotiations in April, the subject of furloughs has not yet come up for discussion. In fact, only non-fiscal issues have been addressed to this point. For the city to impose furloughs in this way, knowing that the issue has yet to be discussed at the bargaining table, is a sign that the city does not intend to negotiate in a fair manner. We have talked to legal counsel and are putting the city on notice that actions like this do not contribute positively to negotiations and will not be tolerated."
